Command Mobility is located in Franklin’s Whistle Stop Mall and maintains a full showroom of wheelchairs, rolling walkers, power chairs, scooters, lift chairs, diabetic footwear and compression wear – all reimbursable with Medicare and secondary insurance. HCC Pharmacy/DME Owner, Dwight Oxendine, RPh, CEO began his career as a retail pharmacists. Noticing the need for education within the Diabetic Community and the flood of medical equipment scripts, he began work to organize an Independent DME/HME business.
In 1998 Mr. Oxendine began serving the residents in rural Hoke County, which has a huge diabetic population, with diabetic supplies as well as diabetic footwear.
In February 2001, HCC received certification to provide compounding pharmacy services. In November 2001, the retail pharmacy was opened and Mrs. Donna Oxendine-Dial, his sister, the pharmacist/manager.
The company is growing and is providing a much needed service within the community and local Health Departments.
Presently the Pharmacy is also Accredited through APhA (American Pharmacists Association). Certified for Pharmacy-based Immunization Delivery. We will start this program early October and presently we’re the only pharmacy providing this service in the area.

Village Pharmacy of Hampstead Inc. began in 2001. We opened our first pharmacy because we recognized a need in the community for affordable prescriptions and home health care products. WinCare was started in 1997 as a sister company to Autumn Corporation, (a chain of 24 long term care facilities) to provide enteral products and supplies to Autumn patients. Over the years WinCare has expanded its service to provide enteral product to patients in the home.
